In this article Larry Diamond defines liberation technology as technology that enables citizens to report news, expose wrongdoing, express opinions, mobilize protest, monitor elections, scrutinize government, deepen participation, and expand the horizons of freedom. He discusses the impact of liberation technology on social movements, arguing that the Internet's decentralized character and ability to reach large numbers of people quickly, are well suited to grassroots organizing. In addition, he identifies several real life examples in which repressive regimes have used the same technology to punish dissent.
