This handbook is aimed primarily at less experienced NGOs, particularly smaller NGOs working at a national or community level, who wish to become more involved in torture reporting. Rather than providing technical medical or legal instruction, the handbook focuses on the process of reporting itself. In this way, it seeks to enable NGOs to produce high-quality information that can be utilized by international bodies on both individual incidents and patterns of torture. It guides NGOs on selecting the most appropriate procedures which address the information in light of their own desired result.
